The following has been taken from the DEFRA website. The surveilance zone relates to a 10km radius around the site of outbreaks of bird flu.
For pigeons, aviary birds and certain other captive pet birds (strictly, columbiformes, passerines and psittaciformes), gatherings are only permitted (outside the Protection and Surveillance Zones) subject to strict general licence conditions.

The Department advised you on the 7th December 2016 that Avian Influenza Prevention Zones hade been declared for the whole of England, Scotland and Wales. These declarations did not affect the movement licencing arrangements then in place. However Highly Pathogenic Avian Influenza was confirmed in a flock of Turkey`s near Louth Lincolnshire, England, on the 16th December 2016, and the requisite 3km Protection and 10km Surveillance Zones were declared around the infected premise.

Consequently, the Department wishes to advise you of enhanced trade requirements being implemented from 9.00am., Monday, 19th.December 2016, in respect of the movement of live poultry, day old chicks,hatching eggs, ornamental fowl, RACING  PIGEONS, captive birds, heat treated poultry meat,other poultry meat, table eggs and egg products etc. between Great Britain, the European Union, `third countries` and Northern Ireland.

Movements from  Northern Ireland.

All poultry and poultry products can continue to be moved from Northern Ireland to Britain and other European Union (EU) Member States, subject to the appropriate health certification.

The situation regarding movements to countries outwith the EU (i.e. third countries remains fluid and prospective exporters should contact the Department`s Trade Section on 028 9052 0865 or email  tradeadminpost@daera-ni.gov.uk for further information.

Exporters should be aware that in the current situation, some export consignments for live birds and other poultry commodities may not be able to proceed.

Movements into Northern Ireland.

All General licences relating to the movement into Northern Ireland of poultry, day old chicks, hatching eggs, ornamental fowl, RACING PIGEONS, captive birds, poultry products, heat treated poultry meat and other poultry meat, table eggs and egg products etc. are being

REVOKED.

New specific licensing arrangements will be implemented with effect from 9:00 am Monday 19th. December 2016

Anyone wishing to bring any of the above categories of poultry/birds/products into NORTHERN IRELAND or requiring any further information should contact the Department`s Trade Section on 028 9052 0865 or by email tradeadminpost@daera-ni.gov.uk

BIRD GATHERINGS

The movement of any birds being brought into Northern Ireland from Great Britain for the purpose of participating in a bird gathering will also be restricted with effect from 9:am ., Monday, 19th December 2016. For further information please see DAERA website

I have just been on with DEFRA and regarding going to Blackpool for the show we are fine however regarding coming back again you will need a licence. These will become available online very soon but will only be issued for a period of seven days only. If you have no licence your birds will not be permitted into the country.

**PLEASE NOTE ANYONE PURCHASING BIRDS AT ANY SALES IN BLACKPOOL WILL NEED A LICENCE TO BRING BIRDS BACK INTO NORTHERN IRELAND.**

AVIAN INFLUENZA (BIRD FLU) PREVENTION ZONE

defra1Update at 14.40 on 7th December 2016DEFRA have released guidance in relation to Avian Influenza which includes a Prevention Zone declaration for all poultry and captive birds. The Zone that covers the whole of England, Scotland and Wales will remain in place for a period of 30 days – until 6th January 2017.A DEFRA representative has advised that this requires the immediate and compulsory confinement of pigeons within their lofts/housing. This is necessary to avoid contact with wild birds.There are no restrictions on bird gatherings such as shows but it is stressed that it is essential that good biosecurity is maintained and birds should be healthy before transporting.Updates will also be posted on this website as and when received.Further information can be found on this page of the gov.uk website.Ian Evans

PLEASE NOTE – Northern Ireland lofts have been asked to observe a non flying of their birds until after the Blackpool Show over the weekend of Saturday/Sunday 21st/22nd January 2017.

A meeting has been called by DARD for Monday 12th December 2016 for all stakeholders when guidance and further directives may be issued.

We will update if and when any further information is available.
