Meetings Update 2016 - 2017

The NIPA was founded in 1945 and it's membership was open to all members within Northern Ireland - We are one of the largest weekly convoying organisations in the UK. Presently we have approx. 100 clubs as members, with over 2,000 members. Birds competing each week can reach 25 to 30 thousand, depending on the race. The race programme starts in Ireland down to Rosscarbery and continues through Wales & England to Penzance, and the Premier OB Nat flown from St Malo (France).

The latest committee meeting of the NIPA was held in Dromore on Tuesday 4th October, the next one will take place on Wednesday 2nd November. A number of items were listed for consideration and member clubs need to be aware of Rule 37. The final date for receiving a proposed race programme is the end of October. All race programmes submitted must include both an Inland and Channel National race for old and young birds.

I don’t have the exact text but a Resolution has been put forward from Ligoniel that 5 individual lofts that are competing that particular week must be in attendance during the race marking process.

Eastway have asked the NIPA Committee to review the make-up of Sections with a view to reducing them to 4, from the current 8. After consideration their findings to be put to the members at an AGM by 2018. A question asked regarding Breaking Point for cross channel racing is to be investigated with the RPRA.

Another query regarding Sect Meetings, they are not in the remit of individual clubs who can only have meetings in their own club, dealing with their own business, and any decisions can then be put to the NIPA. Rule 3c reads - From each Sect representation a steering and emergency committee shall be formed consisting of one member from each section who shall act as co-ordinator for the section. Rule 3d reads – The co-ordinator shall be responsible for arranging meetings of all clubs within the section as and when required but at least one before racing and one after racing. Rule 3g reads – If necessary matters raised at section meetings including any resolutions must be referred to the management committee for their consideration. Rule 3e reads – That all properly constituted proposals submitted by clubs within the organisation shall appear on the AGM Agenda.

From a meeting in Sect C there was some discussion regarding transport of birds and liberations. It was the feeling of the meeting that only NIPA birds, not mixed with others, to be released from their own lorries. It will have to be worked out what the arrangements will be when NIPA convoy other organisations, NIPA birds to be kept separate.

Plans are to put in place for a Review of the Rule Book which is long overdue. One transporter is to get a major refurb, and a second one updated. All work to be completed for the new season in 2017.

A handful of clubs have resigned with members moving to new clubs, prize cheques should be cashed ASAP and any Invoice from the NIPA to be paid inside 21 days.

Rather than having a mad rush prior to the young bird season it was left that all member clubs would have new distances in place for all members using the Google Earth ready for the start of racing in 2017. A number of member clubs already have the job done, don’t wait until the last minute.

Delete RPRA Rule 34 and replace with a New Rule 34. That all club`s must ensure that there are members from at least five competing lofts present before race marking commences and throughout the race marking procedure. That all club`s whose membership falls to less than five competing lofts can ring their birds and set their own clock`s but will not be allowed to compete for NIPA Section and Open prizes. That club`s with less than five competing loft`s can go to another club for race marking to compete for NIPA honours.

The two race programmes below will be going to the members for voting. Ffos Los is approx. 18 miles further inland from Talbenny.

Portadown & Drumcree had submitted a race programme and despite a request from the Secretary did not include a Yearling Nat for Cocks & Hens and this was turned down. They might insist their YB Programme is listed for voting by the members and that issue will be decided at the next meeting. I do understand the programme flown in 2016 will also be sent out for voting, to refresh the memory, the programme was flown as follows.

Old Birds started 9th April – Mullingar, Tullamore, Roscrea (1), Fermoy (1), Corrin was flown from Fermoy, Rosscarbery Inl Nat & Roscrea, Talbenny (1), Talbenny (2) & Fermoy 5 Bird, New Bude & Rosscarbery Ylr Cock and Hen Nat, Penzance & Fermoy, Sennen Cove Classic & Corrin, St Malo Nat.
Young Birds started 16th July – Area Lib (1), Area Lib (2), Tullamore, Roscrea, Gowran Park, Fermoy (1), Fermoy (2) & Fermoy 5 Bird (Friday), Talbenny Nat (Sun), Rosscarbery Nat.

I would say it will all take a bit of sorting. Even the programme that was flown last year had some changes made due to weather problems and at the end both YB Nationals were flown on the same week. A Limavady fancier had been suspended over 30 years ago and had asked for it to be lifted to enable him to help his brother who was in ill health. When the record was checked he had failed to attend a committee meeting and the suspension remains. It was interesting to hear a report on the old meeting with the late Officer Gorman and Davy Campbell getting a mention.

A Rule Change would be needed at RPRA to be able to operate a Breaking Point, bit of a discussion on recent Section Meetings and stray birds being collected and owners charged for their return.

Letters from Killyleagh Central and Derry & Dist contents noted, and from the RPRA (Irish Region) who reported a bird raced by M/M G Delaney had been turned down for the 0-250 mileage award due to the Belge Ring not registered at RPRA. Gerald Delaney said it was an oversight and that the monies won in the Rosscarbery Nat he would return. Interested parties left the room and it was decided by NIPA Committee that bird be disqualified and that when the money won is returned, it will be donated to charity Marie Curie. The Race Sheet is an invaluable tool, if the ring numbers are checked out for ownership, unfortunately they were not made a part of the race marking process at local clubs for ETS.

The NIHE Land & Property division have been looking at the location of some lofts, if any fancier has concerns regarding this Ken Wilkinson is working on the problem, contact him.

A smaller number than usual had booked for the Annual Ladies Night and the presentation arrangement is to be looked at, as will AGM Resolutions, the update of the Rule Book for 2017, and a reminder that new measurements, if not done already, need updated using the Google Maps for all members.

That’s my reading of the discussion at the most recent meeting.

Committee Meeting Tuesday 06/12/16

Never got report done at the time but I can cover some of the items I had listed in my notes. Small numbers competing in a number of Nat Centres was raising concerns and I think it was accepted they would have to be reduced from the current 17. Sect F Delegates has submitted a Resolution that all Sect F birds are marked at one Nat Centre and that be Killyleagh. The Secretary was to produce numbers members/birds going through each Nat Centre for next meeting.

John McCool from Limavady had asked due to health problems that his brother be allowed to assist him at this time, the brother had been suspended several years previous, the previous months decision was upheld and Suspension was not lifted.
Strabane had asked for consideration to be given for a separate lib for Sect H in 2 Old Bird races and 4 Young Bird races. This was ruled out of order, request not granted.

The Transport Manager Terry Mulgrew had decided to step down and it was left to the Chairman to speak to interested parties with both M Howard and B Durkin prepared to fill the role.

Letter from Robin Swann thanking NIPA for invite to Ladies Night, claims for Rate Relief are still being pursued by local clubs and hopefully these matters will be resolved in 2017. Beggs & Hall from Larne & Dist complained about the replica for 1st Open NIPA not being pigeon related. Race Diplomas were to be done for winning Sect & Open for members in Ballycarry and Londonderry, they were mis-placed at the time.

Some discussion on Transporter Fleet, two trailers to go under refurb one major and other minor. Some concern that damage to one trailer had not been reported at the time. More discussion to what birds exactly are being transported by NIPA, thoughts are the convoy is being thrown off line, the liberation in last season’s Talbenny YB Nat had produced poor returns at the top end.

Race Programmes were under discussion and the point was raised about the Newry & Ards joint Resolution passed by 49 for and 25 against at the previous AGM.

Delete NIPA General Rule 78 in its entirety and replace with a new General Rule 78. The entry for Penzance/Sennen Cove Classic race be limited to 20 birds per member and this race be flown in conjunction with the NIPA Penzance/Sennen Cove race ie. this race reverts to be a Duplicate Race.

The President Robert Reid raised a complaint regarding the coverage in BHW of the Ladies Night with a lot of the published photos cut. Steve McGarry had in confirmed from the BHW Editor that all reports both text and photos are adjusted to save space. It has always been that way with my own reports and that’s going back over 40 years. The Committee passed a vote of confidence in their scribe Steve McGarry.

The next meeting to be held on Wednesday 4th January 2017 will deal with the Account’s, plus confirm Resolutions and Race Programmes to be included in the AGM Agenda.

Committee Meeting Wednesday 04/01/17

There was a poor attendance at the first meeting of the year held in the HQ in Dromore.

Minutes of previous meeting were read and only matter arising was that Beggs & Hall were now satisfied and S McGarry was thanked for his help in this matter. Under correspondence Bessbrook and Donacloney Clubs had resigned and that was confirmed. Some discussion on the changing terms and conditions across the Country regarding the various outbreaks of Avian Flu. Still so far so good, but lofts must be on their guard at all times.

Voting Papers to be returned to NIPA Secretary Fred Russell, 108 Hillsborough Road, Dromore, Co Down BT25 1QW - on or before the 2017 AGM Meeting on Saturday 11th February in Glenavy.

A Sect E Delegates report had produced 3 Resolutions to go forward to the AGM and this caused quite a bit of discussion. Very little was available from the Sect E Committee members to try to understand what the problems were. On the Committee vote all 3 items were rejected 9-5, 9-4 and 10-4 not to be listed on the AGM Agenda. In a situation like this I strongly believe the matter should be resolved by the vote at the AGM and the Committee sort it out from there. For the record this is what was proposed.

Delete General Rule 3a – The Delegates representation shall be 1 Delegate for Clubs with a membership of up to 15 Members. Two Delegates for Clubs with a membership of 16 to 30 Members. Three Delegates for Clubs with a membership of 46 Members and above. The representation of the clubs shall be based on the previous year’s Membership List.

New General Rule 3a – The Delegates representation shall be 2 Delegates from each and every club affiliated to the NIPA. The representation of the clubs shall be based on the previous year’s Membership.

Delete General Rule 3b – The Section representation to the Finance, Transport & General Purposes Management Committee shall be Sect A – 2 Members, Sect B – 4 Members, Sect C - 5 Members, Sect D – 3 Members, Sect E – 4 Members, Sect F – 3 Members, Sect G – 2 Members, Sect H – 3 Members. Total 26 Members.

New General Rule 3b - The Section representation to the Finance, Transport & General Purposes Management Committee shall be Sect A – 2 Members, Sect B – 2 Members, Sect C - 2 Members, Sect D – 2 Members, Sect E – 2 Members, Sect F – 2 Members, Sect G – 2 Members, Sect H – 2 Members. Total 16 Members.

Add New General Rule 3h – The Co-ordinator for each Section shall have the authority to select a NIPA Member, who is a member of that Section, to carry out the normal running of the Section Centre when required to do so.

Would it not be possible to set up a sub-committee to include Eastway and come up with a Report, we had something like this for ETS Race Marking procedures.

It was agreed the following Resolutions are included on the AGM Agenda
Resolution 1 Submitted by Delegates and Clubs of Section F. All Section F members pigeons in National & Championship races be race marked at One Centre (Killyleagh).
Resolution 2 Submitted by Derry & District. That the NIPA for 2017 season old and young birds move from Talbenny in Wales to a more inland race point in Wales (ie. Flos Las a horse racing track).
Resolution 3 Submitted by Derry & District. That for the NIPA 2017 race season old and young bird races move from Rosscarbery to Skibbereen.
Resolution 4 Submitted by the Section C Delegates. In Channel Races the NIPA only transport pigeons from within the NIPA Boundaries.
Resolution 5 Submitted by Ligoniel HPS. Delete NIPA Rule 34 and replace with a new Rule 34. The annual Accounts got a lot of discussion regarding the loss for the season sitting at £28,000. The Secretary has covered a lot of the detail and suggestions in his Annual Report.

Final item just before a late finish was the details on Nat Centres. I don’t have the numbers but I think there is no doubt going to be a reduction. Maybe not what the Chairman thinks about getting down to maybe 5, in those circumstances he said one lorry could lift the whole of the NIPA in Nat & Classic events. This would solve the problem with the NIPA birds getting mixed up with others, I totally agree.

Could it come down to? Sect H Derry, Sect A Coleraine, Sect B Cullybackey, Sect C Doagh, Sect D Lisburn, Sect E Loughgall and Lurgan or Portadown, Sect F Killyleagh, Sect G Newry, Belfast Ligoniel.
Clubs would have to sort out the best venue for themselves it should not be the case they must do this or that. Managers in Centres closed could move to the ones remaining.

Committee Meeting Tuesday 31/01/17

There was a poor attendance, mostly through illness, at the most recent meeting held in the HQ in Dromore at the end of January.

There was a long discussion on the Old Bird race programmes currently with member clubs for voting the meeting decided to withdraw Programme 3, and after another discussion withdrew Programme 1 as well. Both these programmes had the OB Penzance & OB Classic running as separate races, which was not in keeping with the Resolution passed at the AGM last February.

Only one programme submitted by Newry & District remains, and no voting from member clubs is required for the old birds. The race programme to be flown will be.

The Penzance site is not available from 4th – 10th June it will either have to be a change of race point or change around the races for 10th and 17th June.

Club voting should continue for the young birds and decision will be announced at the AGM.

Paul Howard has supplied a number of photos showing the work done on the transporter refurb, they were very impressive. The race Centres were looked at again and without doubt some will need to close because of small numbers using same, Titanic members will be using Doagh, Ligoniel or Lisburn. Some discussions to be held with Carrick, Dromore and Coalisland Clubs.

The Secretary had started to go through the Expenditure list on the latest Balance Sheet and some changes have already been made to reduce costs. The whole review is not complete yet, but there will be big savings. It was also agreed the Member Fees for next season would be £24.00 and Club Fees would be £26.00. Sheets with the revised charges would be going out to all member clubs.

AGM will be in Glenavy on 11th February and next meeting is on Wednesday 15th February 2017.

NIPA Committee Meeting Update 15/02/17 –

Just a few members were missing at the latest NIPA Committee, in the chair for the first time Ken Wilkinson and a welcome as well for John Conlane of the Kingswood a new member for Sect D. There was a lot of business planned and after three hours of solid work a lot of decisions were made with some changes as well.

The minutes of the previous meeting were read and passed, at the time I forgot to mention a change on the fees. The member fee will be £24.00 and the Club Fee £26.00 and all clubs should now have the paper-work. Forms should be returned ASAP.

The RPRA had no other site available as an alternative for Penzance, it was decided that Pilmore Beach be brought forward one week to 10th June with Penzance and OB Classic to be flown on 17th June.

Correspondence from McMillan Nurses that they received the cheque for £1,016, it had been agreed the monies won by M/M G Delaney after their bird was excluded from the Rosscarbery Nat would be presented to charity. This money will be used in Northern Ireland.

Ron McKelvey has had some discussion with Unikon Support at Blackpool and has made suggestions in writing to alter the programme and try to avoid closing an on-going race by mistake. Good for Ron taking this matter up, there have been a few mistakes made over recent years. We will await a reply from Unikon with interest, any change will improve the system.

The Secretary is to try and produce a map that will show the dividing line for Area Liberations when we go top and bottom. Larne & Dist has sent a letter of concern regarding the distances flown in the early old bird races, and there was concern from other areas as well. Considering the well-being of the birds and their welfare a slight adjustment was made within the rules. For a number of years the NIPA Committee has discretion on the opening race of the year, it was agreed that should be Mullingar. This would be followed by Tullamore, then Gowran Park in place of Corrin before returning to the original programme from Corrin etc. These changes were made in the best interest of the NIPA as a whole giving every area the chance to get started.

The new agreed old bird programme is as follows. Note Pilmore Beach has been brought forward one week to 10th June with Penzance and OB Classic flown on 17th June.

There was some discussion regarding the boundary for Sections E and G, it was thought at the time clubs agreed what Section they would compete in and no dividing line existed. As with many other areas there is a big reduction in local clubs and it is probably only a matter of time till the Section divide in the whole of the NIPA will be looked at.

The ban imposed on a Limavady member that had come up a number of times over recent months has been lifted by the NIPA, after some 34 years it was probably about time.

Reduction in Centres again came forward for discussion, broad agreement for changes and the matter I believe is to be put to clubs involved. Like it or not with a big reduction in membership changes will have to be made. The previous Chairman talked about 4 Centres in total, that might be too much change in one go but it could come down to what I mentioned before one Centre per Section plus one for the Belfast Clubs.

Expenditure was looked at by the Secretary across the board and a large number of adjustments have been made, one new item for this season will be Bank Charges and it is thought even with a reduction for the first year the overall total cost could be £800. The NIPA are currently looking at cost effective ways of banking monies and paying prize cheques. These charges will affect local clubs as well. It was passed on a vote that the St Malo Nat would be subbed again by the membership at £1.00 giving an additional total of around £1,300 for the Blue Riband event from France. Drug testing will continue in the new season to be co-ordinated by the Chairman and Secretary. NIPA to investigate the publication of results in the Result Pages of BHW in a similar fashion to those published by INFC. If this can be achieved I would suggest we publish all results in the BHW, there is no charge for this service.

Carriage costs have not been changed for several years, the feeling was it was necessary to increase the cost of crates. CRATE CHARGES 2017: Inland - £10.00, Cross Channel - £11.00. Rates are also in place for others convoyed by NIPA. A meeting is to be arranged with all drivers, to set out terms and conditions for 2017, and a Convoyer is to be put in place. The Convoyer will be involved with the Liberation Committee, Jim Ramsey (Derry & Dist) will have assistance from Ken Wilkinson and Gary Hughes. Cases of Bird Flu are still a concern but we remain hopeful racing will start as planned.

DISTANCES/LOFT LOCATIONS
A reminder to all club sec's that loft locations and distances must be redone via Google Earth and forwarded to the NIPA before the start of the Old Bird season, otherwise the club will not be competing in the race result. The NIPA require a copy of each Latitude & Longitude Certificate for each loft as issued by RPRA, and Distances for all members which are going on to the NIPA computer. This will bring all lofts on to the one system and another move in the right direction. This job needs done before racing, it was delayed from last year to give all clubs time to make changes.

The next Committee Meeting will take place on Tuesday 7th March 2017.

Animal Disease Control & Trade Policy Branch

Department of Agriculture, Environment and Rural Affairs

Confirmation has been received today Wednesday 21st February from the above department that no restrictions are being placed on inland racing at present and racing should commence as planned on Saturday 8th April. The situation is constantly under review.

Cross channel racing is not permitted at present and this will be reviewed nearer to the date of the planned cross channel programme.

A meeting will be arranged shortly with all racing organisations and the department and members will be kept inform of the out come.

We had an almost full house at the most recent meeting held on Tuesday 7th March, the previous meeting minutes were read and passed. It was the second meeting with Ken Wilkinson in the Chair and like the previous one a lot of business crammed into three hours, its hard keeping up with all the decisions. My reports are not the minutes it’s just as I see it, and some observations. If the future progress is anything like the last two meetings I can see a lot of big changes going forward.

Still waiting on some news from Unikon regarding an update that will avoid striking a race off accidentally while race still in progress. We had a report from the special meeting with the drivers and procedures for the new season. Most of the previous staff are in place, Transport Manager already agreed was Paul Howard and Convoyer was confirmed as Paddy McNeice. Use of the phones was discussed as were cameras to be installed in all lorries. Clubs were asked to check all the race crate lids to see they were secure and working properly. More work needs done on the collections. Pilmore Beach does not easily fit into the driver’s time factor on the road to keep in line with legislation, later in the meeting it was agreed Corrin (approx. 6 miles shorter) would replace Pilmore Beach on 6th May and 10th June. The race programmes for old birds and young birds are as follows.

Under Correspondence a letter from RPRA to confirm suspension had been lifted on Noel Murtagh, a further letter from Millvale requested that their new member be re-instated by the NIPA. After a lot of discussion the matter was deferred to the next meeting. More correspondence, and further discussion, regarding a few lofts currently in Sect G moving to Sect E. I can see further discussion coming that will review the Sect divide for the whole of the NIPA. Gary Hughes from Newry will be an adviser to the Race Control team.

Secretary of Titanic Eddie Gilliland raised a number of points in a letter mostly to do with the recent Sect D meetings. The main meeting had been held in Lisburn & Dist, maybe two meetings. They agreed Lisburn & Dist would be the Marking Centre for Sect D and that Alan Houston would be the Sect Co-ordinator. The earlier meeting also nominated the Sect D Committee members.

There was a lot of discussion on the new Rule 34 passed at the AGM requiring 5 Competing Lofts present for the entire process of race marking. It was thought marking at the Marking Centres would have to adhere to the new rule although I do think rules and regulations are already in place for these and each Centre has a Centre Manager. The Marking Centres were again discussed and I believe Titanic, Carrick and Dromore are closed. A number of others are on the radar and if change is not made this year it will be coming down the line. It also appears not all are using the NIPA programme where the local member’s pre-pay their race entry and all details are listed on the Race Programme with number of birds pooled etc.
It was agreed the NIPA continue to publish the major race results in the BHW with sponsorship, other sponsors are being looked at. I do hope we take the opportunity to list all results for the year in the BHW in the Race Results Sect, there is no charge for this. We got a cheque from BHW regarding Pigeon Line, and a new Race Entry Form was approved. It will be Landscape and will hold 20 birds on the one page, all entry forms will be in the Race Book with an updated version of The Rules.

A new programme was agreed to install on the computer which will cut down on the Prize Cheques to each loft. One Cheque only to be issued to each member, not sure if this is per member per race, or the complete Old Bird season, and then Young Bird season. This is being worked at, as is the payment of club crates. Instead on one cheque each week, payment will be due every four weeks. This is all to do with the new rules and charges for Banking, and it will affect all member clubs as well. More details will be available on these changes at a later date.

I don’t intend to list all the changes coming up in the Rule Book, I might leave something out, it’s been needing updated for years. The members should read the rules when the Race Book is published and at the next AGM will have the opportunity through their member club to propose changes. Its good news a start has been made.

In this new modern era some things are being relaxed such as Race Sheets and Allocation Lists will have equal status, I still think we don’t do enough checks and I can see it getting worse. Race Sheets should be part of the Race Marking whether you are T3 or ETS, it appears few now use Race Sheets. I thought I also caught some discussion on Verification Forms, big drop in sales and some clubs don’t use same I understand. I get the feeling all this is regarded as progress. The Race Book when published should have all the info, read it carefully.

So glad I just write up the meeting report and not the minutes. We have had a lot of recent changes, and I can see plenty more down the line. Hard to believe the NIPA have members who did not know about getting loft locations done using Google Earth. Pass the word around, it’s getting close to racing.

Finally the deadline date for claims to the NIPA for the various awards will be changing, old birds 2 weeks after the final NIPA race which will be St Malo, and young birds 2 weeks after the final NIPA race which will be Rosscarbery.

The next Committee Meeting will take place on Monday 3rd April 2017.
