Sect B Meeting - 2017/18/19

The NIPA was founded in 1945 and it's membership was open to all members within Northern Ireland - We are one of the largest weekly convoying organisations in the UK. Presently we have approx. 100 clubs as members, with over 2,000 members. Birds competing each week can reach 25 to 30 thousand, depending on the race. The race programme starts in Ireland down to Rosscarbery and continues through Wales & England to Penzance, and the Premier OB Nat flown from St Malo (France).

Sect B Meeting - 2017/18/19

An NIPA Sect B Meeting has been arranged to take place in the Ballymena & Dist HPS Clubrooms on Thursday 14th December at 8.00pm sharp. Only Club Delegates will be eligible to vote on the business of the meeting. Members will hear the latest update from the NIPA and any decisions made will go forward to the NIPA Committee for consideration re the NIPA Agenda for the AGM. Sect B will select 4 members for the Committee, an item listed already for the AGM is to reduce that to two members. A meeting is to take place to review the contents of the Rule Book, clubs should bring forward any rules that need adjusted or deleted, and any new ones for consideration.

NIPA Sect B Meeting - A meeting of the Section B Clubs was called for Thursday 14th December at 8.00pm in the Ballymena & District Clubrooms. With a terrible week of weather conditions only a handful of local clubs were represented. Delegates attending were G McDowell and J Surgenor from Kells & District, A Darragh and S Steele from Cullybackey, I Stewart from Randalstown, R Service and G Price from Harryville and J Harris and W Reynolds for Ballymena & District.

Willie Reynolds had supplied a written report on the discussion at the most recent NIPA committee meeting held on 29th November. It was noted Sammy Thompson was nominated to take on the position as Patron, this would have to be confirmed at the AGM, meeting agreed that Sect B would nominate Sammy at the AGM. Proposed by G McDowell sec by A Darragh and passed unanimous.

It was agreed that Willie Reynolds would conduct the meeting, items raised included the following.

NIPA Committee positions for 2018 season, proposed by A Darragh Sec by R Service that G McDowell and K Kernohan be returned to run the Cullybackey Centre. The other two places members would have to be confirmed at a future meeting since members from Muckamore/Crumlin and Rasharkin/Ballymoney were absent on this occasion.

Two items were put forward by George McDowell from Kells & Dist and meeting agreed would be put forward to the NIPA Secretary Fred Russell for inclusion on the AGM Agenda, the secretary has the detailed text.
The first item was dealing with the 5 Bird Championship Classic for Young Birds usually flown in duplicate with the Fermoy race. Probably to be listed as Rule 39A – Birds in both events to be spread over all crates. Prop by G McDowell and Sec by A Darragh.

The second item was that each club using ETS Equipment only one system to be used on each version for basketing and race checking re Unikon, Bricon, Tipes etc, etc. Prop by G McDowell and Sec by J Surgenor.
Both carried unanimous and as I said NIPA Secretary has the detailed text.

Staying with the ETS it was agreed to put forward a Resolution that states Member Allocation Sheets OB & YB printed on the registered Club Equipment for the season, a copy to be sent and retained in the NIPA Hq for ring verification purposes. Proposed by J Harris and Sect by R Service and passed.

Finally it was proposed we discontinue with Area Liberations in the opening two weeks of the YB Season and have Mass Liberations instead. Proposed by I Stewart and Sec by G McDowell and passed.

The meeting closed at 8.45pm.

Only Club Delegates will be eligible to vote on the business of the meeting. This will be the opportunity to raise matters prior to the AGM this Saturday and two positions still need filled for the NIPA Committee to bring that number up to four. At the previous meeting George McDowell from Kells & Dist and Keith Kernohan from Harryville HPS were selected to look after the affairs at the local Cullybackey Centre.

Members attending included – Alan Darragh and Sammy Steele (Cullybackey), George McDowell and Jeff Surgenor (Kells), Keith Kernohan and George Price (Harryville), Jackie Steele and Mark Milligan (Rasharkin), Jim Harris and Robert Alexander (Ballymena), Tom Young and Chris Moore (Ahoghill). Ken Wilkinson Chairman NIPA and Willie Reynolds Press Officer NIPA.

The Chairman opened the meeting and asked Willie Reynolds to read the minutes of the previous meeting held in Ballymena on 14th December. These were accepted.

Under correspondence a letter sent to the NIPA by Ballymoney HPS complaining that the Resolution on the NIPA Agenda dealing with just using one type of club master, in their case all ETS Members used Bricon. They also complained about no notice of the previous Sect B Meeting where the Resolution came from. They claimed three clubs had no notice although Ahoghill admitted they knew but were unable to attend, as was the Chairman.

No club had been informed individually but notice of the meeting was published widely in the weekly column by Homer, on more than one occasion, and also listed on his Website. The meeting was also made aware by Keith Kernohan that Ballymoney have had a Tipes base station for many years. It was also pointed out by Willie Reynolds that the case for Ballymoney HPS had been fought at the previous NIPA Committee meeting, with no success, and this was confirmed by George McDowell. The contents of the Ballymoney letter were noted and it was left to the NIPA Committee to reply.

At the previous meeting two positions were filled for Sect B Committee men, leaving two positions to be filled. Alan Darragh said it had been raised on a number of occasions about the big catchment of Sect B members in Rasharkin, Ballymoney and Coleraine, Willie Reynolds confirmed that as well. It was not the fact they were not represented on Committee, just they wanted their own man.

Ballymoney Delegates were not in attendance and after a short discussion it was agreed the members elected last year should be returned again to NIPA Committee. Glen Magill for Muckamore was Proposed by K Wilkinson Seconded by A Darragh and Ken Wilkinson for New Antrim Proposed by S Steele and Seconded by K Kernohan. Both carried 12 votes for with none against.

There was a short discussion on the Raptor problem regarding fund raising to secure Court action, and the Chairman hoped to see a full turn-out of Delegates at the NIPA Annual Meeting on Saturday.

Officials attend NIPA Section B Meeting -

As part of a series of meetings arranged by the NIPA to be held in each NIPA Section, the Sect B event including invited clubs from Coleraine was held in the Ballymena & District HPS on Monday 19th March 2018 at 8.00pm. Members present included – J Hanson & L Madden (Coleraine Premier), L McCaw & D McMullan (Ballymoney), K Kernohan & G Price (Harryville), M Morrow & C Kennedy (Broughshane & Dist), J Harris, M Graham & R Alexander (Ballymena & Dist), I Stewart & H Boyd (Randalstown), J Steele (Rasharkin & Dist), A Darragh & S Steele (Cullybackey), G McDowell & J Surgenor (Kells & District). They were joined by NIPA Officials Ken Wilkinson (Chairman), Fred Russell (Secretary), and Willie Reynolds (Press Officer).

The meeting was called to order at 8.00pm by the Chairman Ken Wilkinson who thanked the members for their attendance and explained the reason for the calling of Area Meetings. Meetings had been held in each Section and after Sect B there was just one further meeting to be held. He introduced NIPA Secretary Fred Russell who was on a first visit to the Ballymena & Dist club and he firstly explained the details of the new arrangements that have been put in place by the Government and RPRA on Avian Influenza – Code of Practice for Racing Pigeons.

This Code of Practice has been agreed between the RPRA, Defra, Scottish Government, Welsh Government, DAERA and the Animal and Plant Health Agency and is for guidance of pigeon keepers as to appropriate biosecurity measures.
Forms had to be filled in by each local club giving contact details and addresses of club marking stations etc which had to be rushed back to the RPRA and Sect B was complete with thanks extended to K Wilkinson and W Reynolds for their help. All lofts need to be registered and have a Dard Number from Defra, clubs need to be sure all lofts are registered.

The details of the case with Titanic HPS was explained to the meeting on what was discovered in their investigation and on how the process moved outside the proper procedure. The case had been dealt with by RPRA Council and had to be accepted, however the NIPA would contact the RPRA regarding the procedure used in dealing with this case. Some details are to be raised with the Clock Committee The findings of the RPRA Appeal meeting are listed below.

Appeal 1 – Titanic HPS v Irish Region, rehearing of the decision by the NIPA. It was the decision of the Appeals Committee that the Appeal be allowed on the grounds that the NIPA did not comply with RPRA Rules 168/169. Steve Richards.

Note: Grievances and Disciplinary Matters

Rule 168. If any member of an organisation has a grievance, dispute or complaint concerning the Organisation he may within 28 days of the grievance, dispute or complaint arising give notice in writing of his grievance, dispute or complaint to the secretary of the Organisation, requiring the secretary to convene a general meeting or if the rules of the Organisation so prescribe, a meeting of the Committee of the Organisation to consider the grievance, dispute or complaint. Any such meeting shall be convened by the secretary by not less that 7 days notice in writing to all members entitled to attend such meeting and to all parties to grievance, dispute of complaint.

Rule 169. If any organisation wishes to examine the conduct of a member with a view to taking disciplinary action against him/her under the provisions of Rule 70, a meeting must be convened within 28 days of the dispute arising, the secretary of the Organisation shall convene a general meeting of the Organisation or, if the Rules of the Organisation so prescribe, the committee of the Organisation for that purpose and shall give not less than 7 days notice in writing to the member and to all members of the Organisation or the committee, as appropriate, stating the date, place and time at which the meeting is to be held. The notice shall also state the charges made against the member or the circumstances which the meeting proposes to investigate and the secretary shall inform him/her, at the same time as giving him/her the notice of the meeting, that he/she will be entitled to put his/her case to the meeting and to be represented at the meeting.

Note: Disciplinary Proceedings

Rule 70. (a) If any member of the Association shall be guilty of any dishonourable conduct or of conduct which renders him unfit to be a member of any Organisation of the Association or wilfully breaks the Rules of any Organisation or these Rules or refuses to comply with any decision of an Organisation or the Association upon any matters affecting the sport of racing or showing homing pigeons, he may be excluded from membership of that Organisation or expelled or suspended from the Association by the Organisation , any such suspension to be of such duration as the Organisation shall determine. The procedure to be adopted by any Organisation in any matter which may lead to the exclusion, expulsion or suspension of a member shall be that specified in the Association Standard Rules for adoption by all affiliated Organisation under the heading “Grievances and Disciplinary Matters”. (b) It shall be the right of any affiliated Organisation to exclude, suspend or expel any person who is a member of a Club which is a member of the affiliated Organisation under the provision of this Rule.

The pros and cons of this case were discussed in great detail which surrounded the marking of birds in the Fermoy 5 Bird and marking arrangements generally at Titanic.

Some discussion on the many rule changes made at the NIPA and all members should read the details published the 2018 Race Book when delivered, problem effecting Ballymoney HPS marking with Bricon was resolved. Some discussion on the Race Programme and the adding of Brest as an alternative point for the OB Nat from France. The NIPA Committee set the Race Programme for 2018. The Secretary supplied a Club Information Sheet to be filled out by each member club and returned to Fred Russell.

NIPA Chairman Ken Wilkinson has called a Sect B meeting to be held in Ballymena & District HPS Clubrooms, Fountain Place Ballymena on Wednesday 30th January 2019 at 8.00pm. Only Delegates can vote on the business of the meeting. The RPRA (Irish Region) AGM will be held on Saturday 2nd February and the NIPA Annual meeting will be held in Glenavy on Saturday 9th February.

NIPA Sect B meeting update -

Last Wednesday the annual meeting for NIPA Section B Clubs was held on a cold wintery night in the Ballymena & District Clubrooms, most clubs were represented but we had an apology from Chairman Ken Wilkinson who had another important meeting to attend. Those attending included the current Committee Members George McDowell from Kells & District, Keith Kernohan from Harryville and Glen Magill from Muckamore. Others present included A Darragh & S Steele (Cullybackey), L McCaw & D McMullan (Ballymoney), J Steele & M Milligan (Rasharkin), M Morrow (Broughshane), T Young & C Moore (Ahoghill), W Gilbert (Randalstown) and for Ballymena M Graham, R Alexander, G Bell and W Reynolds.

The main item to be considered was to select the NIPA Committee members to serve in 2019, it took little time proposed by T Young and second by Derek McMullan they be returned en-bloc which was passed unanimous. Elected for 2019 - K Wilkinson (New Antrim), G Magill (Muckamore), G McDowell (Kells) and K Kernohan (Harryville).

There was a complaint regarding birds going to Collection Points rather than being collected at local member clubs. Other questions were raised regarding the Resolutions for 5 Bird Championship races, Yearling Nat for Cocks and Hens and the plan to be able to send Trainers.

It was thought this meeting should be held earlier to enable members to discuss and put forward Resolutions to NIPA which had happened previously. It was proposed by J Steele and second by D McMullan that this be carried out next time, and passed unanimous.

Willie Reynolds thanked the members for attendance reminding all clubs to call meeting to Mandate Delegates, and the meeting closed at 8.25pm.

The Irish Region (RPRA) Annual General Meeting will take place in the Templeton Hotel in Templepatrick on Saturday 2nd February at 1.00pm sharp. If any member wishes to be on the Irish Nat FC Committee please attend the RPRA (Irish Region) meeting to be nominated. The NIPA Annual meeting will be held in Glenavy on Saturday 9th February at 2.00pm. Note Code 6033 for the new point of Castletown, 241 Miles to Ballymena.

The Annual General Meeting of INFC will be held on Saturday 2nd March 2019 at 2:00pm in the Lagan Valley Leisure-plex, Governor’s Road, Lisburn BT28 1LP. The Agenda for the meeting will include proposed changes to race points, with a loss on revenue in the last season the joining fees have increased by £5.00, the birdage for the Friendship Nat will increase by £1 per bird and this will enhance the prizes for this race. Please note the new annual subscriptions are as follows. Existing Member £20.00 payable through your club, new member £25.00 payable through your club. Individual member paying direct £30.00, and new Individual member paying direct £35.00.

Mid Antrim Combine AGM will be in the Ballymena Clubrooms on Wednesday 13th March at 8.00pm. Ballymena & District have arranged a meeting on Monday 4th February to mandate NIPA Delegates on the NIPA Agenda, AGM is Monday 18th February and fees collected the following week Monday 25th February. All meetings at 8.00pm.
