RPRA MEMBERS CONSULTATION – by Ian Evans RPRA CEO
For some time now I have been intending to consult the membership on an individual basis to gain their thoughts on certain aspects of the RPRA and our sport. To start this process I have collated 6 questions to provide members with the opportunity to have their say on various aspect of our sport. It is important to note that due to the existing rules of the Association the results of this consultation will not be binding but will be used to present to the RPRA council at Octobers meeting and hopefully facilitate change, if that’s what the members want.
Depending on how successful, in terms of the percentage of members that engage through this process I very much intend to carry out further consultation.
What you should know:
• This consultation will be published in the BHW, Social media and the RPRA website.
• Deadline for submission is 15th October 2018.
• In order to ensure that members answer the questions just the once, you are required to provide your name and RPRA number. Surveys received without this information will not be included in the results.
• This exercise is designed for individuals, therefore each member of partnerships are entitled to complete and return the consultation.

1-Assuming the applicant is not suspended/expelled etc Should RPRA affiliated clubs be able to refuse membership?
RPRA HQ receives numerous phone calls from fanciers that cannot get into clubs. The vast majority of these fanciers have never been suspended or expelled but find themselves in a situation whereby they cannot get into a club and cannot race pigeons. Our sport is in decline – is this accelerating the decline. It seems to me that some people are refused because of personality clashes etc., with no real reason to refuse membership.

2- In an attempt to avoid clashing and assist the role of race adviser, should there be less inland liberation sites and less (bigger) racing organisations?
Many members feel that clashing is a problem that contributes to losses, especially where young bird racing is concerned. Do you think that the number of inland race points contributes to this by making coordination of liberations almost impossible? What should be considered when answering this question is that the current level of racing organisations in the UK i.e., Federations, Combines etc. would mean that reducing the number of liberation sites may mean that there would not be enough sites to facilitate racing. Therefore, a reduction in liberation sites would have to mean that Federations would have to merge to form bigger organisations leading to less liberations.

3- The RPRA currently has a voting system that requires delegates to attend regional meetings. Would one member one vote be a better governance structure in terms of changing rules ? (Facilitated through online and paper based voting systems)
The current Governance structure of the RPRA is based on club delegates attending regional meetings to vote on propositions, discuss various aspects of our sport and elect regional representatives (Councillors) to manage the affairs of the Association. It seems that there is a small percentage of members engaged in this process and we therefore need to find ways to encourage more members to engage.

4- Would an Executive Committee of approximately 6 elected representatives be a more effective way of Managing the RPRA. When compare to the current council structure of 23 regional representatives
As explained above the current rules allow for regional representation to govern the association. The Hall report published in 2017 (the full report can be read at this link https://www.rpra.org/hall-associates-re ... -the-rpra/) outlined the recommendation to appoint an Executive Committee to run the Association which would:
Reduce the administrative costs associated with the Governance of the association. Replacing 23 councillors with 6 members of an Executive Committee, therefore reducing the associated expenses
Streamline the decision making process
Furthermore the report recommended that the Executive Committee should be elected on a one member one vote basis.

5- Should the start of the racing season be restricted to :

First Weekend in April i.e. 6th April 2019

Second Weekend in April i.e. 13th April 2019

Third Weekend in April i.e. 20th April 2019
