The AGM of the RPRA (Irish Region) was held in the Carrick Room at the top Clarion Hotel in Carrickfergus on Saturday 6th February, starting on the dot of 1.30pm. Previously the Quality Hotel its still a quality venue, one which impressed the visitors who had travelled from various parts of Northern Ireland and Dublin. President Lyndon Boyle was absent due to illness, he had a fall at home recently, and had some time in hospital. NIPA Secretary Fred Russell was able to report that he was making a good recovery and after some physiotherapy in the next week he was looking forward to returning home. All three Vice Presidents were in attendance and Sam Briggs was invited to chair the meeting. He firstly asked the members to stand and observe a moments silence in respect of those who had passed away in the previous year. Apologies were placed for R Stevenson, C Lyons, G Shaw, P Gault and P Smith.
Secretary Robert Reid was then invited to read the minutes of the previous AGM which were passed as a true record. The accounts were also passed and the Irish Region has remained in a healthy financial state with surplus for the year at just under £1,000. The internal audit was to be carried out by Kells & Dist. The financial statement for the Irish Region was prepared by Adrian Hall & Co from Hillsborough, Chartered Accountants. Lyndon Boyle was thanked for again keeping a detailed report of the seasons workings and setting out the Statement of Accounts, the full audit procedure was not complete due to him being in hospital at that time. It would be prior to the next meeting. Under AOB 2009 the secretary had requested the committee decide the venue of future meetings, they decided to stay where they were and to continue with tea and coffee. Some discussion took place on a ring disqualified by INFC having not been transferred to the new owner. The seasons awards had been presented as usual at the NIPA Ladies Night, in the overall competition which had been confirmed in writing to all Councillors and Region Secretaries back in December, Jeff Greenaway from Dromore finished Runner-up in the Adult Short Distance, M Maguire & Son from Newry finished Runner-up in the Adult Middle Distance and Jordan Scott from Springvale was the winner of Young Fanciers Short Distance.
Correspondence was dealt with from Rafferty & Toman regarding use of race crates and this was to be raised at the club first, another from Raymond Hamilton regarding the Rule on ETS Pads and the word confined used in Rule 241. This item would be addressed later in the meeting.
Vice-President Sammy Briggs then conducted the election of officials for 2010. Very few changes were made to the Region Committee, all the top places remained unchanged.

Letters were received from two clubs North South Federation. Includes members from the following NIPA Clubs ie. Newry & District, Millvale, Ballyholland, Newry City and Bessbrook. Were accepted as new members, secretary is Ron McKelvey. The East Coast Championship Club have resigned from membership.
Main business of the Delegates Meeting was to mandate the RPRA Delegates on the AGM Agenda Resolutions. The meeting decided to support most of the list but will vote against 7/1, 7/2, 7/3, 7/5, 7/24. Think I got all those, it was suggested the Irish Region appoint someone to look at the Propositions and explain the changes of each. It would probably help if the meeting had copies of the AGM Agenda, something to think about for next time.
The General & Appeals meeting as expected started late, minutes of the last meeting were read at the previous meeting in June. The meeting quickly moved on to item 5. Appeals B & G Cochrane, Killinchy Road, Comber v Comber Central HPS. Mr & Mrs Maxwell, Rathlin Drive, Derry v Foyle RPS.
The Derry City case was heard first and the meeting found in favour of M/M Maxwell due to insufficient evidence. B & G Cochrane won her appeal had suspension lifted and will be able to race with any NIPA Club. Comber Central HPS were suspended for non-appearance at the meeting and for not adopting the decision of the last Irish Region meeting.
Under item 6. Any other business it was confirmed the next meeting will be first Saturday in October and the Press Officer will be supplied with tickets to cover the RPRA Presentation at the Gala Night, during the Blackpool Show weekend.
Could all members who have not registered their ETS Clock with the Irish Region Secretary, please do so as soon as possible as this must be done before they are used. The Secretary has also asked for the names of all members that have resigned or had a Clearance Sale in their club during 2009/10.
Members should not some change in the Administration Fees for 2010 due by 1st March 2010. Clubs £4.00. Single Members £8.00. Individual Members £8.00. Each Partnerships £8.00 in respect of each member of the partnership.
The NIPA have reported another very good season and the AGM will be held in Glenavy on Saturday 20th February at 2.00pm, Joe & Mark Brown will be holding their Annual Sale of young birds (complete first round), door open at Noon in the downstairs hall. This sale of birds has been a top success the last couple of years, last time he sold out in minutes. They will have around 90 birds from their winning stock, just £25 each, and buy Ten get one bird Free. The Secretary Fred Russell had a massive job in getting all paper work prepared for the annual meeting, it was a job very well done. George McDowell looked after the printing and delivery and we all send best wishes to both Chairman Lyndon Boyle and Ass Secretary Ronnie Watson who have both been in hospital and missed the mad rush at this time of the year.

In National and Championship Races a maximum of 16 Cocks per crate and 18 Hens per crate, except the Old Bird National, where there will be a maximum of 10 Cocks per crate and 12 Hens per crate, this is to apply to all NIPA centres.

In National and Championship Races a maximum of 16 Cocks per crate and 18 Hens per crate, except the Old Bird Channel National, where there will be a minimum of 14 birds per crate.

Delete General Rule 62
Confirmation of the results with the workings of the first six velocities, verification cards, ETS printouts and official result from giving the number of members and birds competing with the number of crates sent and also the first 18 positions with members IR number and name must be forwarded via the transporter on the racing marking night. This result must also contain confirmation of the winning pigeon being confirmed at club level.
And replace with a new General Rule 62-
Confirmation of club result must be faxed to the N.I.P.A. Secretary on the official result form within 24 hours of the race. The result envelope must be posted to the Secretary to arrive not later than four days after the race.
The Irish Nat FC annual meeting will be held in the Lagan Valley Leisure Plex, Lisburn on Saturday 27th February at 2.00pm. At the recent INFC Committee meeting David Black (Dromara) was selected as the next Vice-President.
BHW/INFC Single Bird Challenge
By this weekend all INFC members will have received their statement of accounts, also included in the envelope is their BHW/INFC Single Bird Challenge entry form, these should be completed and returned to me by 17th March along with the £5 entry fee. Also included in the envelope is the Robin Duddy Trophy entry form, to win this trophy a member nominates three birds on their Yearling National entry sheet, it is the first of these three birds which counts, they also nominate three birds on their Penzance Youngbird National sheet and again the first bird home counts towards the two race average, the total cost of entry is £10. The closing date for entries is the race marking night of the Yearling National, Monday 7th June. If any member wants to send both entries together they can do so. The Quiz Panel will include Alan Darragh (Cullybackey), Davy Hutchinson (Ashfield), Gerald Delaney (Dromore) and George Rankin a SNFC winner. Kells & District HPS have a club meeting arranged for Thursday 11th February to discuss the NIPA Resolutions etc, the AGM will take place on Thursday 25th February. Billy Seaton from Ligoniel has informed me that an NIPA Section C meeting will be held in Doagh on Monday 15th February at 8.00pm. Doagh & Dist have been given permission to act as a Race Centre during 2010 provide they meet the conditions, this will change the representation on the Committee and it might effect the numbers using Muckamore.

Its probably a good idea not to list the guests at this early stage after what happened last time but you can be sure they will be special. More details nearer the time, the evening will include the usual presentations for NI Fancier of the Year, Cornish Connection Cup and the Mid Antrim Champions League. The small sale of gift birds which this time will be youngsters which can be flown in 2010. Entry is £5 Pay at Door, usual buffet etc.
Belfast Gold Ring Race planned for Ulster Fed
Gary Shaw has been in touch with info on the Gold Ring race for Ulster Federation members, it will be run in conjunction with the 2nd last Ulster Fed race of the young bird season. ALL MONIES raised will be distributed over 20 positions except for the £5 levied for admin costs. All rings have been Sold Out and we look forward to the race, those who missed out will have another opportunity in 2011.
